Iver was born on August 7, 1938, to Oscar and Alice (Brobjorg) Oien. He grew up on a farm near Baltic. He was baptized and confirmed at Baltic Lutheran Church and graduated from Baltic High School. He worked for local farmers until starting his career with the Baltic Farmers Elevator. He retired in 1985.

Iver loved Baltic, and during his time at Dells Nursing and Rehab he remarked several times he couldn’t wait to get back home, as he was a lifelong Baltic resident.
